Na in karting al te zijn opgenomen in Honda’s Formula Dream Project, verhuisde Mutoh op zestienjarige leeftijd naar Engeland om Formula Vauxhall en Formula Ford te rijden. In 2001 eindigde hij derde tijdens het Formula Ford festival. Vervolgens keerde hij terug naar Azië om in de Aziatische Formule 2000 en de Formula Dream te racen, waarin hij in zijn tweede seizoen de titel pakte. Vervolgens reed hij twee jaren Japans Formule 3, waarin hij in zijn tweede jaar derde werd. In 2006 was hij actief in de Formula Nippon en het Super GT kampioenschap. In 2007 maakte Mutoh de overstap naar de Amerikaanse autosport om in de Indy Pro Series te racen, waarna hij tijdens de IRL finale in Chicago zijn IRL debuut mocht maken en zeer sterk uit de verf kwam; hij finishte als achtste en liet de snelste ronde van de race noteren. Dankzij dit goede resultaat en zijn ruime sponsorbudget mag hij dit jaar voor Andretti-Green rijden.
